test(compat): add a versioned pChat-style compatibility suite to CI

Run DDL, upsert idempotency, UNIQUE enforcement, pagination, parameters,
transaction behavior, and documented error codes against the pg wire. Results
are classified as pass/missing/fail and written to compat-report.json, which CI
uploads per run. Tags set PIZZASQL_COMPAT_STRICT=1 so a release gate fails when
a documented capability is absent.

+// Compatibility suite for the pChat-style workload: DDL, upsert idempotency,

+// it and writes a JSON report.

+// - pass: the build behaves as documented
+// - missing: a documented capability is absent from this build (for example a

+// - fail: behavior contradicts the documented contract
